best you recompile all nav objects in dev. env. (select all objects, then click F11).

then restart nav service and try again.

if that does not help, then it could be that you have to reinstall nav system.

You do it from NAV Development Environment. I would recommend to select all objects only if the issue is not resolved after compiling the page causing an issue, because compiling all objects will take time.

on left side in the object manager you see the list of nav object types like table, page, codeunit, report and so on. the last one is "All". click on that. only then you can select all nav objects. now click on one of the nav objects in the list, does not matter which one. then press CTRL+A to select all objects. then press F11 to compile all objects. this will take some time. but that can help. after that start Nav 2015 management console and restart the nav service. you can do that also in windows serivice list (search for Microsoft Dynamics Nav, service name is e.g. DynamicsNav08).

if you start development environment you should see the nav object manager with all nav standard objects:

Refer more on compiling the objects in NAV 2009: msdn.microsoft.com/.../dd983740.aspx

It looks like you had opened Object Designer, but not selected any database to open. How to open databases in Development environment: msdn.microsoft.com/.../hh166140(v=nav.70).aspx
