Use workflow instead of Routing Rule set

Hi all,

I am new to Dynamics CRM and have this question regarding routing rule set.

I understood that routing rules are not automatically applicable to existing and manually created case. Users will need to click on 'Save and Route' to apply routing rule set. 

Alternatiely, can we  create a workflow or powerAutomate flow to create new queque item and also overcome the limit of 'Routing rule set' because the flow or Worflows can be triggered on create and update events? Also, users don't need to click on 'Save and Route' to route manually created cases.
