Account Travel Charge Type equals to "Mileage" which is Non Chargeable in Work Order Actuals Why?

As, Resource covered certain Miles to reach at the Service Account destination but at the end when an Actual is generated Travel Pay Type which is set according to Mileage is shown as Non Chargeable. Kindly assist me in this query.
