Price Management - Sales Order Header Attribute Values

In pricing management, I have configured a sales order header attribute and a customer attribute value. In this case, I have used airport for both a customer and SO header attribute. I know the attribute is configured correctly because I can select from the drop down values on the customer. The Sales Order attribute value will not allow a selection. Does anyone knw what could be causing this?

I'm a system admin so I'm not sure why I would need other user permissions.
