What configuration key / parameter needs to be enabled in order to track carrier and shipment information against a shipment in the new WMS system?

Do you mean the fields you can see in the 'Carrier' area on Shipment details -> Line view -> 'Shipment' fast tab? Or something else?
Correct. Basically the carrier name (dropdown), probill # etc. I can't seem to find the correct setting.
You need to create the Mode of delivery in a special way. You should not use the setup form at Sales and marketing -> Setup -> Distribution -> Modes of delivery. Instead, go to Warehouse management -> Setup -> Shipping -> Shipping carrier (or the same option in the Transportation management module).
In this form, create a 'Shipping carrier' to represent each of the organisations that do shipping for you. Then on the 'Service' fast tab, create the different delivery services that each carrier offers. When you do this, AX will automatically create a Mode of delivery for you, using a combination of the name of the Shipping carrier and the name of the Carrier service (see the read-only 'Mode of delivery' field on the Service fast tab).
Now, when you choose that Mode of delivery on a sales order, all the fields on the order header like Shipping carrier and Carrier service will get populated. And when a shipment is created from the order, they will be populated there too. And then you can use them in down stream processes, like on the Wave template query.
