Can I build one segment on top of another segment?
Yes it is possible to build one segment on another segment.
Please follow these steps:
Create a first segment, save it, and then build another segment on top of it will choosing your previous segment as your underlining entity.
Note that you can also leverage the "copy segment" feature to copy a given segment's definition and continue extending this definition.

Hi Nimrod Magen,
Yes you can create go for 'Dynamic Segment' skip the template if you don't want then you can proceed by adding segment block which will refer to your existing segment as per below snapshot. I have added one segment block and another one I have not added which is in 'OR' you can modify as per business logic.
