I have a site that is planning an upgrade from GP2018 to GP18.4 (now 18.5). For development/testing purposes they would like to stand up a development edition of SQL 2019 with the goal of upgrading that to a standard license when ready to go live. Any potential issues with that. Will GP support the Development Edition and can we convert that to standard for go live.
Please advise. Look forward to a response.

You can use it for development and testing but I'm pretty sure you CANNOT then use that same installation and change it to another version of SQL
I would install the 180-day trial version you plan on using and then license it when going live.
Best to ask someone in Microsoft Licensing
SQL 2019 Developer Edition will work fine for a GP test environment. Just be aware that Developer Edition has all of the features of Enterprise Edition, so don't use any of the Enterprise-exclusive features if you intend to change the edition to Standard later. It's not likely you would do this, but I have seen it happen. You can refer to this article for all the details: Editions and supported features of SQL Server 2019 - SQL Server | Microsoft Learn
