Please take a look at my link below related to Sales Quotation and Total Discounts. I prepared a quick video and have factored in why the field is grayed out. the video is for D365 but should work for AX2012 as well. Give this a try.

Could you elaborate more about the meaning ‘the filed is not active’ and share a screenshot about you issue?
I just want you to check if sales trade agreements are applied to the sales quotation. Because I previously assumed it was related to the issue of discounts.

it is working fine in the sales order header.

What is the meaning of ‘Sales quotation header discount is not active’? Doesn’t the discount apply to quotation line?
Did you set up related trade agreements(sales)? Have you checked them?
Addition, the button for trade agreement would be active only you select 'customer' for Account type.
