I would like to take assistance from any subject Matter experts regarding our circumstance.

Our Global Tenant is Hosted in Japan, where as we are a subsidiary office in Dubai

We were in the process of implementing Dynamics 365 Business Central & D365 CRM 

We realized that Business Central License can only be provisioned through a CSP partner

Our Organization do not accept CSP due to Delegation of Administrative Rights to Third party causing security concerns.

We tried MPSA with a couple of providers but this option is not possible for Business Central

Do any one have any experience in this case as we need to purchase Business Central Outside CSP Plan els we can not proceed with the project. 

Appreciate any insights and help in this matter.

    CSP is the only way to purchase Business Central online.

    But that does not necessarily mean that your partner needs to be delegated admin in your Azure AD. It is recommend and it makes life easier for both you and your partner but it is not mandatory even though you purchased the license through the CSP program.

    Other method that gets used is you buy dedicated licenses for your implementation partner. They will therefore access the system just like an other user and have to adopt the security protocols of the tenant

    Hi, as far as I know, in Japan CSP is the only way.

    And in Japan we can't even apply for a trial environment ourselves, which is Microsoft's policy.

    So if you have questions about this, I recommend you contact Microsoft directly.

    There are several ways to choose.

    In addition, what Josh mentioned is the newly added function this major, "Improved delegated administration capabilities in the Partner Center".

    Thanks Inge for your comments, it is now aligned with our understanding.

    So let me confirm that if we purchase BC License through a CSP, we as an End User need not provide them Delegate Administrative Privileges (DAP) in to our Azure AD. Is my understanding right ?

    Yes, your understanding is correct.

    That also means that if you need assistance from a partner you will have to use a paid license to give them access.

    When your partner is delegated admin your partner does not need a license to access your system.
