I would suggest you to reach out to your account manager or any Microsoft contact to know if you have a plan to open a support request .

Thank you for sharing the document. I was able to preform the steps you mentioned with my work account and deploy the trail environment.
As Andre suggested this seems to be an issue with your account. Are your colleagues able to deploy a trial environment.
if what Andre suggested does not work then i would suggest you to open a support ticket as we might need to reach out to the D 365 HR core team to investigate this further.

Can you check if you have a license attached for Dynamics 365 HR or Talent on your account in Azure AD? If it is attached, try to remove it; otherwise try to add it to see if this makes any difference. I just tried to deploy a new Trial and this seems to work fine.
Do you know if some colleagues can actually start or deploy a new environment? Not sure if there is a maximum trials per tenant. You could add new users to an existing environment (if a colleague has a running environment) and then access a shared trial.

I took the usual route.
trials.microsoft.com. used the ID uma.remella@pwc.com and gave my phone number. I have put the sequential steps and the final error in the file attached. Am still getting the same error. These are screenshots from today.
