Purchase order workflow complete, can purchase order be deleted?

Hello I have an open order which needs to be removed, but the purchase order workflow instance id has status complete, my guess is that this is causing that the delete button is greyed out so it is only possible to cancel it. Is my statement correct?. I need confirmation please. Thanks!
