Participating Records not showing up under any Parent Goals but reflecting under Individual Goals

We have setup goals for Users, Sectors and Organization which is rolled from Users to Sectors and then Sectors to Organization. After setting up I can see the participating records under Users individual goals but no participating records are showing up under Sector which is rolled up from all the users and Organization which is rolled up from Sectors.
 
Under both sector and organisation goals  Goal Criteria is set to Rollup only from Goals is set to Yes and Record set for Rollup as Owned by goal owner
 
Actuals has proper Actual and In Progress money calculated and reflecting but only issue is that those records which are used for that Rollup is not showing up under the Participating Records 
 
How do I resolve this issue.  Appreciate your help on this

    Participating Records don't show in Sector and Organization goals because rollup goals don’t list participating records by default—they only show totals.
    To fix this:
    • Ensure “Record Set for Rollup” is correctly set to include all relevant records.
    • Check if the system version supports showing participating records on rollup goals (some versions only show on individual goals).
    • As a workaround, you can create custom reports or views to display related records since rollup goals often omit participating records list.
    Unfortunately, out-of-the-box rollup goals typically don’t display participating records at aggregate levels.
