This 'Bulk Workflow Execution' is used to run the on-demand workflow for all records in specified view.
Sure. You could change the case entity in workflow as any other customized entity.

Thank you for the responses, however I do not believe we are doing case routing. We are routing records to queue A for review review by person A. Then person A routes the records to queue B where person B takes some action (knowing they have been approved by person A).
So when person A is routing, they are only able to route 40 records at a time (if they select more than 40 and try to route, they get an error).
Ravi's thought is a good one, but did to help unfortunately.
Johnny, you're bulk solution may work. I assume this would also work for records in custom entities, and not just cases? We would have to build a new view that only contained the records that go to queue A, but this wouldn't be too hard.

I agree with Ravi. You could try Ravi's suggestion to modify personal option for Records per page. While the max limitation per page would be 250 for case routing.
If your cases are more than thousands or millions, I would recommend another way to add cases to specified queues without page limitation.
1. You need to create one on-demand workflow which is used to add cases to specific teams.
2. Then create one view to include all cases you would like to migrate to queue
3. Open XrmToolBox , download one plugin named 'Bulk Workflow Execution' which will run the on-demand workflow in 1st step for all records in specified view without page limitation like following:
