Workflow Action status Submit on behalf

I have workflow for budgeting. Previously, when I check the workflow history It used to have first action = " Submission " but now it says "Submit on behalf" which changes Submission User from Admin to User itself who submits the workflow. I need to have Admin there. How can I change it back to Submission instead of "Submit of behalf" It seems like something is wrong or may be user who is submitting budget have somehow delegate it but not sure what have changed.

    Did you check the delegation in the system? Check the following document about setup delegation:

    No we are not. Actually this workflow previously say "Submission" and "Submitted By" User was "Admin". However, Now it say, "Submit on Behalf" and "Submitted on behalf" of "someone" ( which user in our organization ). and I think we cannot delegate the workflow from Admin. Can we?
