One possible way is user log form where user log on information is logged with created date time(Sys admin> Inquiries ). In LCS also you have raw logs for user activity you can utilized those.

You can download user log data from D365. Then just do pivot in excel and get user and latest login date. Once in excel, you can play with data however you want.
There is a report available under System administration > Security which is called 'Dormant user security accounts'. Can't find a quick link to the documentation, but Alex Meyer posted a blog about this: alexdmeyer.com/.../
