Workflow with custom step not appearing in a Business Process Flow

Been using workflow for years and love it, but have recently been using some custom workflow steps.  

A consultant created a workflow with a custom workflow step that he added to a Business process flow.  when I went to add that workflow to a second BPF it does not appear?  I looked and it's in the solution, what else am I missing?
