need edit list show up in the ribbon when the item list page is selected

we are trying to make the item list editable for specific users. 'manage' is disabled so we cannot add 'Edit List' to the ribbon. administrators have the 'Edit List' appear so this eems to be a security setting. I have checked the permission sets/groups etc and cannot find the specific permission that allows adding 'Edit List' to the ribbon when manage is disabled by default. I check the menusuite but saw nothing there. any suggestions?
