Hello Marlp,
To be able to determine what security would be needed, i would need to know exactly what window is attempting to be open at the time the error occurs. To determine this, you could recreate the issue with the sa user to see what the window is.
Once this is determined, then i can tell you exactly what setting is needed. My guess is you need the Purchase Order Send Email Options.
You can try assigning that to Security Task assigned to the user or create a new one and assign that Task to a Role and see if that resolves the issue.
You can also go through the article below to determine security setting needs to be assigned to the user.
