is there anyway to check the item cost history
Ex. (we need to track the last purchased price versus the new purchase of the same item "For all items")

You can see the Item Cost History in the "Average Cost Calc. Overview (5847)" table.

You can go to Value entries table, or to click on Item card -> Unit Cost -> Drill down
In addition to what Dmitry mentioned, you can use standard reports for that:
Purchase Receipt Report: msdn.microsoft.com/.../hh174891(v=nav.90).aspx
Vendor/Item Purchases Report: msdn.microsoft.com/.../hh174891(v=nav.90).aspx Shows a list of item entries for each vendor in a selected period. The report contains information on invoiced quantity, amount and possible discounts. It can be used, for example, to analyze a company's item purchases and to show whether there is a relationship between discounts and item purchases.
