I would like to know, let suppose if the minimum requirement is 20 users to get Dynamics 365 Operations (Finance, HR, Supply Chain, Administration, etc.). So from those 20 users, how many Full Users are a must? Or we can move to Dynamics 365 with a total of 20 users including team members and full users?
Please guide me on this.

Below the 20 minimum the next statement is provided:
*Customers may combine Finance, Supply Chain Management, Commerce, or Project Operations base USLs and/or device (2.5 device SLs equal 1 base USL) Licenses to satisfy the 20-user minimum purchase. Not applicable to CSP.
You can't use activity or team members to meet the 20 minimum. It is about the full licenses for the individual apps. However, device SL can be used, but then 1 full license = 2,5 device licenses.

Things are changing often and regular when it comes to licensing and you need to have a very close and detailed look what's specified there.
