Earning code as fixed percentage of regular pay

Our client has a requirement wherein they have got a housing allowance defined as fixed percentage of basic pay. I have defined a earning code with rate basis as percent of earning, taking basic salary as basis for the component. I have attached the earning code to employees payroll earning code but when I run generate earning statement the particular earning code is coming with a value zero. Am i missing something, if anybody has worked with this please help.
