Marketing Sandbox to Production

From my understanding, Dynamics Marketing cannot be converted from Sandbox to Production. Is this correct?

If the client doesn't want to purchase an additional Marketing license, what other options are there? Will anything created in the Sandbox environment be carried over to Production?

Hi,

The Marketing app doesn't limit the convert operations, so you can easily switch any environment from sandbox to production, or production to sandbox.

Would you please explain that what does "purchase an additional Marketing license" means?
