Error when upgrading from BC14 to BC25

I am upgrading a DB from NAV 2015 to BC26(Saas). The microsoft path to follow to go to BC26(Saas) from NAV 2015 is NAV 2015 --> BC14 --> BC25 --> BC26.
I have completed the DB upgrade from NAV 2015 to BC14. 
When i am trying to upgrade from BC14 to BC25, after when i have published the microsoft BC25 apps (System, System Application, Business Foundation, Base App, Microsoft Application) successfully and try to restart the service instance, i run into the attached error.
 
The event viewer error says 'The metadat object Page 257 is not found'. After this point the service instance wouldnt start which means i cannot proceed with the further steps in the upgrade.
The page 257 is the first page on the list in Business Foundation server. I am able to restart the service until the point where System Application, Business Foundation, Base App are published but not after when the Microsoft Application app is published.
I have verified the versions of the BC25 apps which i installed and the BC version to which the service instance is pointing at, there is no problem there.  
 
I restored the DB couple of times and checked if BC14 had any problems but i couldnt find any. The BC14 Webclient worked fine, i couldnt spot any problems there.
Let me know if you need any further details on this.
 
I would appreciate any help or even alternatives to resolve this error.

    Your error means you tried to run BC25 AL base apps on a BC14 C/AL database. That combination can’t start the service. You must not publish BC25 apps into the BC14 DB.
     
    Correct path:
     
    Convert BC14 custom C/AL → AL extensions
     
    Create a clean BC25 database from the BC25 installer
     
    Publish your AL extensions to BC25
     
    Run the data upgrade (move BC14 data → BC25)
     
    Then upgrade BC25 → BC26 → migrate to SaaS
     
     
    Once you use a clean BC25 app DB, the “Page 257 not found” error disappears.
