Why is All Historical Requisitions grayed out in Purchase Requisition window?

We have several historical purchase requisitions in our test environment. While logged in as "sa" (not a permissions issue) when looking at the lookup window for purchase requisitions the "All Historical Requisitions" option is grayed out, even though we do have historical requisitions.

Why would this be?

    Copy is available under the Actions button and the req lookup available on the copy uses the same lookup as the main window, and history is enabled there.

    Gotcha. Probably would have been better for them to hide that menu option instead of giving the appearance of potential availability. I was thinking you could open historical and copy it to a new requisition (if say you were re-ordering something from last year).

    You can't open historical requisitions in the Purch Req Entry window ; the same lookup is used for the enquiry windows where you can lookup on historical reqs.
