Direct Delivery PO Serial Number not synchronizing with SO

We are implementing direct delivery orders in a non-intercompany environment. Many of the items being direct delivered are serial controlled. I understand that there is a serial number synchronize option when using intercompany but I can't find anything that will synchronize serial numbers on normal PO > SO direct deliveries.

Does anyone know how or where this option is set up?

Looks like code was written that broke the standard logic.

That is what I thought. But during PO receipt (using manual serial number entry) I receive an error that serial number must be specified on the sales order.

This is a standard feature of synchronizing serial numbers between PO receipts and SO deliveries when the they are connected via a direct delivery.
