any reasons stop you from download outlook client ?
Microsoft continued support for outlook client

but would be good if you can start using app for outlook because in the end , the outlook client will get deprecated in v 10.0 version .
You should chekc the security roles of those users and see if they have the rights to use CRM in Outlook

Setting > Security > Security role > select the role > the privilege should be under business management
