Use Ribbon Workbench tool to hide button.
Hi,
Make sure you hide this button from List view page and from main form .
If you only hide from Main form then user can still Reactivate case from Mail list page.

You can use Ribbon workbench to hide the button directly:
Develop 1 Ltd | Ribbon Workbench for Dynamics 365 & Dynamics CRM
1.Download it and import as solution:
2.Create one new solution and add existing entity-case:
3.Open the Ribbon workbench:
4.Find the button and right it, select hide.
5.Publish.
