No portals are available for your selected Dynamics 365 organization

I'm trying to install Dynamics Marketing from the setup wizard on a sandbox instance. We already have a portal attached. When I check the box to have the event website run on the portal I get this error message: 

No portals are available for your selected Dynamics 365 organization.

Is the setup looking for an unused portal license because Marketing has to have a separate portal of its own? I can't move past this unless I say we'll host it externally but I don't want the end users to have to manually updating a website every time an event is added when the portal option would do this automatically.

    If have integrated Dynamics 365 Portals with your Dynamics 365 Marketing instance and the Portals suddenly stop working or disappear, the Portals trial license may have expired. To determine whether this is the case:

    1. Navigate to the Power Apps Portals admin center.
    2. Go to the Portal Details section and check if the Portals license is in an expired state.

    If the Portals integration is expired, you will need to purchase a paid license. You will then need to reset the Portals integration on the Marketing instance and re-provision.

    If you have a valid portal license but still not seeing it showing up in your Power Apps Portals admin center, please log service ticket so the team can look into specific issues related to your tenant.
