I tried role based and user based workflow assignment
the user is able to submit the PR but nothing else happens
when I checked the history I found there is no assign to user and no work items
is there something else I should check

Can you check if the batch servers are working and if there is a workflow message processing job configured and running correctly without errors?
Along with Andre suggestion. Just run Tutorial_WorkflowProcessor( AOT >> forms >> find Tutorial_WorkflowProcessor) and check whether the record assigned to any user.
Also you can check status of the record in SysWorkflowMessageTable, that record in queued or dequeued or stopped(error)

I ran Tutorial_WorkflowProcessor and it do nothing more than this screen shot
I will but I still can't assign user to approval step
If batch process is working fine, Then there is no need to run "Tutorial_WorkflowProcessor process".

I'm using AX 2009
still are you facing same issue?? Did the PR assigned to any user? or not? . is the batch process ending with any error?
