Can we revalue inventory for item revaluation journal which entry have remaining quantity zero.

    No that is not possible.  The revaluation will only work for item ledger entries that are open and anything that has a remaining qty of zero will not work.

    Yes, You can revaluate such items. 
    You can only revaluate positive entries though, and if they are from Purchase Order, they have to be fully invoiced.

    To do that, Fill in the Item No. and choose Applies-To Entry - the specific positive entry, that You want to revaluate., change the Amount (Revalued) or Unit Cost (Revalued) and post the line. 
    After that, You should also run Adjust Cost- Item Entries process, to update the cost of all sales/consumptions for this item where it was used.
     
     
     
     
    After revaluation is posted, the Cost Amount (Actual) is updated:


    After running Adjust Cost - Item Entries process , the Transfer, Consumption or Sales entries that were used form that were used from that positive entry also gets updated:
