In security Role check this option,  "Override Created on or Created by for Records during Data Import Check"

    Hi,

Please try below solution for the issue.

    1. Go to System -> Security -> Security Roles -> Select the Security Roles you have.

    2. Business Management Tab -> Miscellaneous Privileges -> Override Created on or Created by for Records during Data Import Check

Hope it will resolve your issue!

Agreed, I would check security roles and also field-level security. It's documented on docs.microsoft.com

It could be that your user is missing this? - social.microsoft.com/.../not-able-to-qualify-a-lead-security-permission-issue-

If not then check the Create permissions for workorder
