Hello guys,
would like to know the minimum SQL version needed for cu13.
Currently on SQL 2014 AX 2012 R3 cu09

CU 13 does not lift up SQL version requirements, so you can stay on your current version, however, it is always better to update to latest to benefit from all improvements.
Its always good to refer standard system requirement document . CU 13 is an update to existing R3 installation , so whatever ,minimum specified in r3 installation guide should be applicable.
