What report was modified ? which GP module was affected ? was it the base dictionary or any add-on to GP?
Have you checked the Alternate Forms & Reports security for that user profile in GP ? Where does it point to ?
If you can logon with a different user from the same workstation and it fails too (like you mentioned), it is clearly a networking issue to access the REPORTS.DIC or whatever dictionary is affected.
Thanks Beat! No permissions have changed for the user - a report had been modified (via report writer) but no one else is having an issue and the report is working for everyone else.

Make sure your user that gets the error message does have full read & Write permissions to the folder where the REPORTS.DIC is shared.
I've seen this more than one time that some network share permissions were missing for specific users. The permissions should be granted thru AD security groups, not on an individual basis..
I am wondering if we have a roaming profile issue here. That would explain the launch file pointing someplace else. The alternate forms/reports is also another good possibility. This user is not pointing to the correct version of the report.

The problem is likely the Alternate/modified Forms and Reports ID assigned to the user does not have access to this report to print.

When you connect to 'that user' machine - and launch GP, have a look at the Edit Launch file - Administration >> Setup >> Edit Launch
This will tell you for sure where the user / machine is looking for the Reports Dic.
When you log into Cirtix as this user and GO to Tools->Setup->System->Edit Launch file and highlight Microsoft Dynamics GP look in the box for Reports. Where is it pointing? Using File Explorer make sure this user has access to this REPORTS.DIC.
I went to his computer and logged into GP as myself - the report didn't work. But on my computer, it does work.

the full message is: cannot access this report because the dictionary containing it is not loaded. I can run the report fine and others can as well. only this one user is getting the message

What is the actual error the user is getting?
As you state the report was just modified, I am going to assume the error is likely due to the modifications that were done. If you set the security back to the core report, can the user print it? If yes, then it is likely an issue with your modifications.
Once we know the full error message you are receiving, it will be helpful to point you in the correct direction for this issue.
