I would not think you could delete a posted bank statement from a bank account but apparently you can. Is there any way to restore or recreate?

Yes posted data are not allowed to be delete. Either you can create a new One

You can undo a posted bank rec. When its undone its moved back to the Bank Reconciliations Page with the same information, where it can be re-posted. Have you checked if its there?
The bank statement was deleted from the bank account. So that eliminates the ability to Undo.
How was it deleted? Can you provide more information? What page did the user go to, what button did they click, etc.
As mentioned, out of the box the system will not let you delete a posted document
