when a case is created through a portal, by default the owner name is SYSTEM in crm.
when we are trying to assign to any user we are getting a business process error.
how to change the the owner name which is coming from the portal.

Could you share a screenshot of business process error?
I created a case from Portal,(owner is SYSTEM, my user is System Administrator)
and assigned it to a specific user successfully.
So please check whether your current user has sufficient assign privilege on Case entity.

make sure the user you are assigning the case has appropriate permissions to case entity (and related)
just as a test you can assign to a sys admin user, and it should work fine
additionally you can set a default value for an attribute through Entity Form/Web Form Metadata, for example setting the case origin as "Web"
with this you can automate your process by creating a Workflow on case creation, if it is coming from web, assign automatically to user/team XYZ
