Custom BPF not showing in custom entity form when other user creates or wants to create

I have done all I know which is related to activate it automatically. In App designer I added the process and on specific Security Roles I added write permission on that process and custom entities which are involved.Still no progress.I can only see it when I create it and others can see the BPF when I create record.Btw I got also same security Roles plus System customizer and administrator.Is this a bug or something related to permissions?
