Dynamics and sticky browsers (Edge) - Page changes do not appear after hard refresh, cache clear or reboot

When a customization change is made and published in Dynamics 365 (CRM), the changes appear for some people and not others. For those that do not see the changes, we say to CTRL-F5, clear their cache/browser history and even reboot. Sometimes it takes days before they see the new changes. Why are some Edge browsers so "sticky"? Is there a good alternative when CTRL-F5, cache/history clearing and rebooting do not work?

    Have you tried using the in-private window option in Edge?

    I had not, but just tried and, unfortunately, the same result.
