Hi,
when our user tied to end production order this error appears "The quantity cannot be reduced. The number of inventory transactions in order is too low because the quantity or part of it is referenced by an output order or a production order or is marked against other transactions."
When we revise inventory transaction on this production order on this item we found three transactions with issue status Deducted, Received and on order but didn't find the source of an order transaction.
Note we recently update from AX 2012 R3 RTM to AX 2012 R3 CU13.

There could be multiple reasons for this kind of error, few points that comes to me are
1. Could be that the production order quantity that was initially estimated and the current order quantity has mismatch
2. Could be that the production order qty is changed after posting/creation of picking list and not re estimated
3. Pick list generated but not completed, leading to output orders created without completion or ended
