We are trying to implement D365 F&O Finance Module, OOB with no customisation (hopefully). and starting the new financial year with opening balances.

and business is not interested to bring previous financial (historical data).

Do we still require Data migration consultant to bring in to support the project or it will be conveniently done with the help of F&O Consultant and business users to import data using the templates available (i.e. customers and suppliers related information).

What exactly do you mean "to support the project"? If you're asking whether data migration can be managed by someone in a role you call "F&O Consultant" and not "Data migration consultant", the answer is yes, if the "F&O Consultant" has enough knowledge of data migration.

If you have a dedicated "Data migration consultant" to deal with data migration so those you call "F&O Consultants" don't have to worry about it, then not utilizing the person you explicitly dedicated for this task doesn't make much sense to me.
