I've had similar issues, and had to create a service request ticket through the O365 admin portal. They promptly finished provisioning, through I'm not sure what they did. I'd suggest trying that as there's nothing really you can do independently to complete the provisioning.
Stay up to date on forum activity by subscribing. You can also customize your in-app and email Notification settings across all subscriptions.
