Costs Not Changing Using Standard Cost Changes

Hello:

At this GP 2013 R2 Manufacturing client, Standard Costs are not changing using the Standard Cost Changes window. What are some reasons for this, and what are the remedies?

I know that we could instead use Standard Cost Maintenance and then Roll Up and Revalue. But, how "safe" is the Roll Up and Revalue window? That window updates all items, doesn't it?
