The gross revenue is for having special discounts. I suggest you to contact your local Microsoft headquarter in order to sign an agreement.
Thank you Stefano for the reply. We are aiming to have a Gold ERP Competency but one of the requirement is to earned a total annual gross license revenue of USD75,000, how can we earn such revenue if we cannot buy the license in Microsoft?

You should be a Partner of Microsoft.
No you can't. In order to sell NAV licenses, you need to be an active MS Partner for Dynamics with Microsoft.
