Unable to load Plugin Registration Componets

Hello

i Downloaded Microsoft dynamics 365 v9 SDK through PowerShell then i intalled Microsoft dynamics 365 developer toolkit in my visual studio 2015 when try to create a plugin and generate a template on a chosen entity it gives me this error

when i click ok it show me this warning

Hi Anas Rafik,

You will need to use an older version of the Dynamics 365 SDK with the Microsoft Dynamics 365 Developer Toolkit.

i already tried 8.2 SDK but it doesn't work
