Budget register entry>Allocate across periods

When I'm clicking on Allocation across periods in Budget register entry, system creates one negative line and allocation lines based on selected allocation key. But my question why system is throwing “Transaction BRE-000001 exceeds the budget funds available for dimension value 63030003--DXB-DEP-010 by 12,000.00 AED” as budget entry is the source document for budget. Secondly, 1st line knock off 2nd line but still budget should be available based on allocation lines. If so, why system throwing this error?????

I can achieve end result by ignoring this warning message or deleting the 1st and 2nd lines. But still I'm surprised on warning message and how to avoid this message.

Infact, I've tested multiple environments including client and MS Standard. If anybody encountered this error and fixed it, plz share with me at the earliest. Thanks in advance.
