Hi Sir,
Contact is mandatory while creating Lead. If new contact is created, by default it should get associated to Account.

Can you share some more details so that we will be able to help you, Are you facing any issue..? New contact created associated to new account records in lead already.
When new Contact is created form Contact lookup field from Lead it should get Associated to Account selected in Account lookup field present on Lead.

You could do this in few different ways, if you dont want to do any code or script, you could have workflow to trigger on create and update the account lookup on contact to associate it with account.
if you want set the contact as primary contact, you can also do an update account step in the workflow to do that
hope this helps
You can write a plugin on the lead post create and check if contact is not related to account, associate it.
You can also do this using WebAPI, which can trigger on change of the contact lookup or you can have script on OnSave of lead
