Security Role for Portal Administration

Does D365 have a security role for a User to administer the Portal?  I am not looking to have a Web Role, I am looking for a security role that I can assign to a user so they can access the Dynamics 365 Portals App and make updates from there.  Also access the PowerApps Portal editor.  Everything I have looked at online is pointing to using the Web Role.  If there isn't one, does anyone know off hand some of the entities that would be needed.

    Hello Mahone,

    In addition to the shared entities, you could also register the user as Owner of the Application in Azure [https://docs.microsoft.com/en-us/powerapps/maker/portals/admin/admin-overview#add-yourself-as-an-owner-of-the-azure-ad-application] this will allow them to use Administrative operations like restart, reset etc
