Is there a limit on the Number of "Business Units" that a customer can create?
This link on Microsoft documents does not give us the maximum limit on the number of business units.

Because I tried with 508 business unit and it got created successfully as show below:
I don't think we have any limitations on it.

I don't have experience with the newest apps but from what I know there seems to be no physical limit on the number of business units that can be created. If you're doing business units; you might need to apply extra access control to certain records is my guess?
But again, there doesn't seem to be any hard limit on the number of business units.
I'm not expert so take my advice with a huge helping of salt as I come from a very old version of CRM so things might have changed from way back when.
