Do we have a hardware sizing guide for NAV 2013 R2 just like the document we had for NAV 2009 earlier.

No, there is no exist formal Hardware Sizing Guide for NAV2013R2 or NAV2013. You can find only System Requirements. You can find some additional documents on Partner Source and MSDN, but this isn't Hardware Sizing Guide. You have to use your own knowledge and experience.
