How to unable employees to change their personal details on self-service?

I'm looking to disable employees from changing their personal details on self-service or alternatively, to go through the approval of the HR manager before the changes take place.

Hi Lou,

You can do it via security configuration. If you go to the employee role and provide access based on your requirement then you can disable employees to edit their information through ESS.

Hi Lou,

When looking at the response from Parag, I would recommend to implement it a bit different. The second screenshot has a deny option for the read access. With this setting, the user can't view his own details. My recommendation would be 'Grant' for the read access.

There is out of the box no approval for pending changes on worker details. You can possibly create a solution using Power Apps and Power Automate approvals.
