Trouble implementing SMTP patch for ARTICLE ID: 2811780

I am attempting to implement the SMTP patch noted in Partner Only Article ID: 2811780.  I am able to register the new Mail DLL assembly without error, however, I am unable to see the new Timeout method when I access the database from a Classic Client NOT on the server.  I cannot see any methods at all if I am on the NAV server.
